  17. <p>     Are members of Congress finally willing to change the way
  18. they do business? This autumn both houses will vote on an
  19. unprecedented resolution calling for "comprehensive" reform of
  20. their institution. The measure would create a bipartisan
  21. committee--set to include four members who are not elected
  22. officials--which would recommend ways to modernize the
  23. legislative process. But the enthusiasm for reform isn't
  24. boundless. The four outside members will not be allowed to vote
  25. on any proposals.
